Role Overview

This is a key safety-critical LOTO Coordinator position supporting the commissioning of a major water treatment project in Port Lincoln, South Australia. The role involves overseeing lockout/tagout and energy isolation activities across a complex industrial environment while working closely with commissioning, construction, and HSE teams.

Project Context

The assignment is connected to the Eyre Peninsula Desalination Plant, which forms part of SA Water Corporation's drinking water supply needs. The project centres on commissioning a sophisticated water treatment facility with advanced mechanical, electrical, and process systems designed to support safe, reliable, and efficient water production.

Key Responsibilities

  • Plan, coordinate, and oversee all lockout/tagout and energy isolation work across commissioning zones.
  • Review technical information such as single-line diagrams, P&IDs, and project specifications to support isolation planning.
  • Create, update, and manage LOTO procedures, SWMS, and daily isolation plans.
  • Control permit-to-work processes in line with commissioning requirements.
  • Work with construction, pre-commissioning, and HSE personnel to apply safe and practical isolation methods.
  • Supervise isolation and de-isolation activities and confirm zero-energy conditions at all times.
  • Track, manage, and replenish LOTO devices, materials, and equipment, including stock monitoring.

  • Prepare status updates and reports covering LOTO activities, isolation progress, and identified risks.
  • Maintain complete records, including PTWs, NOEs, CCCs, and related documentation.
  • Make sure commissioning areas are properly barricaded and signed before energisation.
  • Run pre-start meetings and toolbox talks focused on LOTO activities.
  • Check and apply JSA, SWMS, and risk assessments before work begins.
  • Confirm proper use of PPE, including arc flash and electrical safety gear.
  • Inspect locks, tags, devices, and other isolation equipment before use.
  • Escalate hazards, unsafe behaviour, or unsafe conditions to supervisors and HSE representatives.
  • Support audits and compliance reviews carried out by the Commissioning Manager and Area Tagging Authority.

Requirements

  • Certificate III or higher in Electrotechnology, Instrumentation, or a related trade.
  • Current electrical licence or an equivalent trade qualification recognised in Australia.
  • Valid White Card (Construction Induction).
  • At least 5 years of experience in LOTO or energy isolation roles within commissioning or construction settings.
  • Demonstrated background on major infrastructure or industrial projects in Australia.
  • Strong knowledge of electrical systems, switchgear, and industrial plant operations.
  • Ability to interpret technical drawings, including P&IDs and electrical schematics.
  • Advantageous: experience in water treatment or heavy industrial commissioning projects.
