About the role
PBG builds mission-driven solutions that help federal agencies reduce inefficiencies and accelerate transformation with a focus on agility, security, and measurable impact. This role is remote and sits within the capital planning and investment control function, supporting analysis, documentation, and portfolio management for federal IT investments.
Role overview
The Capital Planning Analyst / Subject Matter Expert helps drive CPIC investment analysis, business case development, and portfolio oversight. Working with the lead, the person in this role will review and validate investment materials, examine spend and contract information, prepare AAR documentation, and share insights with audiences ranging from technical specialists to senior federal leaders.
Key responsibilities
- Create and verify business cases, investment artifacts, and supporting evidence used in federal IT investment health reviews.
- Review spend plans and contract data to ensure investment initiatives align with approved funding and forecasted requirements.
- Apply earned value management methods in ways that fit both traditional delivery approaches and agile development models.
- Prepare AAR cover memos and complete AAR shells in AgMAX 2.0.
- Manage AAR SharePoint libraries and maintain associated records and documentation.
- Build corrective action plans when issues or gaps are identified.
- Present findings and recommendations clearly to both technical SMEs and executive-level federal stakeholders.
- Assist with portfolio data requests, business case reviews, and gate review preparation as needed.
Minimum qualifications
- At least 2 years of CPIC experience supporting federal programs.
- Working knowledge of Earned Value Management, including performance measurement, forecasting, and variance analysis.
- Experience reviewing spend plans and contract data at the investment level.
- Ability to write concise, well-structured documentation for federal audiences.
- Strong written and verbal communication skills.
Preferred qualifications
- Hands-on experience using AgMAX 2.0 for AAR submission and management.
- Familiarity with OMB A-11 and the federal IT investment lifecycle governance process.
